feat(backlog): add BacklogStore Zustand store with applyChange reducer
State: pbis, storiesByPbi, tasksByStory. setInitialData for server hydration; applyChange(entity, op, data) handles I/U/D for SSE events. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
